The Bible tells us about Apollos, who “taught others about Jesus with an enthusiastic spirit and with accuracy. However, he knew only about John’s baptism.” (Acts 18:25).
Apollos was a Christian, but he was not baptized because he had not known about Jesus’ baptism yet. So even the one who is not baptized can be a Christian. Maybe he’s not baptized because he can’t join the church, or his parents won't let him do so. But whoever believes and can, should be baptized.

In order to be a Christian, one must first and foremost fulfil the first condition which is to trust Jesus. So, whoever receives baptism and does not trust Jesus is not a Christian. Baptism is not enough.
